Who We Are

Who is the USPRA?

  The International Precision Rifle Federation (IPRF) was created to establish an international organization and standards of precision rifle competition for regional and world championship events.


The US Precision Rifle Association (USPRA) is an affiliate organization of the IPRF representing the United States. With the variety of successful shooting sports and events in the US, the primary mission of the USPRA is organizing and selecting a US team for representation at IPRF international events.

President: Greg Bell


 Greg Bell, a fifth-generation farmer hailing from Delta of Arkansas, is not only deeply rooted in agriculture but also in Precision Rifle shooting. 


Since 2016, Greg has been found over much of the U.S. shooting PRS matches.  This eventually led him to represent the United States as a member of the 2022 Centerfire Team USA at the IPRF World Championship in France.  After the World Championship, Greg was elected President of the United States Precision Rifle Association, where he currently serves. 

Centerfire Director: Dale Rhoads

 

Based in Tulsa, Oklahoma, Dale is the driving force behind successful ventures in both the motorcycle and real estate industries. A former Ironman Triathlete, Dale brought his trademark discipline and determination to precision rifle shooting in 2021.


His rapid progression in the sport earned him a place on Team MPA as well as a coveted position on the 2024 Centerfire Team USA, where he proudly represented the country at the World Championship. That same year, Dale claimed the 2024 PRS Top Senior Award, a testament to his consistent performance and competitive edge.


Off the clock, Dale dedicates his time to mentoring new shooters, offering guidance and encouragement at local ranges. His generosity, sportsmanship, and passion for growing the shooting community led to his nomination for the 2024 Sportsman of the Year Award.


Rimfire Director: Ruth Soucie

Ruth Soucie earned her spot on Rimfire Team USA in 2023, proudly representing the United States at the World Championship in Italy and will be representing the USA again in 2025 at the World Championship in the UK. Since starting her journey in precision rifle shooting in 2019, Ruth has expanded her expertise beyond the range. As a match director in Minnesota, she has gained recognition as one of the nation’s best, with peer reviews highlighting her ability to organize exceptional events.


In addition to her competitive pursuits, Ruth has significantly impacted the sport through her involvement with various national and local shooting organizations. Her dedication to advancing competitive shooting is evident in her active roles within these groups.


Ruth is not only a strong competitor but also a passionate advocate for female participation in shooting sports. Her efforts to promote inclusivity and excellence have established her as a respected figure, inspiring others to engage with precision shooting.

Centerfire Director: Chris Kutalek

 

Hailing from Spring, Texas, Chris Kutalek began his competitive shooting journey in 2019, building on a solid foundation developed through years of hunting. That early experience instilled in him a deep respect for the craft, along with the patience, discipline, and instincts that continue to serve him well on the range.


Since entering the world of precision rifle shooting, Chris has earned a reputation not only for his skill but also for his steadfast dedication to the shooting community. He is known for his approachable demeanor and genuine desire to help others succeed—frequently mentoring new shooters, sharing insights, and offering guidance at both local practice sessions and national-level competitions.


In 2024, Chris reached a major career milestone by qualifying to represent the United States at the IPRF World Championships. Competing among the best in the world, he demonstrated not just technical excellence, but also the teamwork and sportsmanship that define his approach to the sport. Chris remains committed to growing as a marksman while staying true to the values that brought him here: community, perseverance, and a deep passion for the challenge.

Rimfire Director: Gregg Stewart

 

A retired U.S. military veteran from Western Pennsylvania, Gregg  has been deeply involved in precision rifle sports since 2015. He played a pivotal role in the early development of the Appalachian Rimfire Series, uniting competitors across Pennsylvania, Ohio, and West Virginia before formal rimfire organizations existed. His grassroots efforts helped establish a strong, competitive foundation for the region.


In 2023, Gregg was appointed as the PRS Rimfire Director, where he now leads the strategic growth and direction of the national series. He also serves as Match Director for MKM Precision—widely regarded as one of the premier precision rifle venues in the country—and is a two-time member of the USA Rimfire Open Team, proudly representing the United States on the international stage.


Professionally, Gregg works in the oil and gas industry, supporting American energy independence. Whether in the field or on the firing line, he brings the same discipline, leadership, and long-range vision to everything he does. Gregg remains dedicated to advancing the sport of precision rimfire shooting, both in the U.S. and around the world.
